Really it depends on what you are comfortable letting her wear. My 16 (almost 17 year old) second cousin is going to be in my wedding and I talked with her mom and dad before completely picking a BM dress to see if they would be okay with her wearing a strapless pretty form fitting dress and they said it was fine, other parents of a 16 year old may not be fine with it. So I would think just go on a shopping spree with your daughter and get her to try on many different styles and whichever you two can agree on get :)

Sure, see what she's comfortable in. Most of the dresses you'll find are usually strapless formals.
She should look fine in a strapless formal. If she's not crazy about the idea of a strapless formal, try a halter style formal or add straps to the strapless formal.
Some notions to try: wide satin straps (you can borrow some from the bottom of the dress) rhinestone straps, grossgrain ribbon -- or even those floral add ons that look like straps -- the flowers are made from the same fabric as the dress.
